A Strange Message

I am trying to copy a file from one location to another.

A message box pops up with the following message:

Cannot copy XXXXX. The exclusive semaphore is owned by another process.
(XXXXX is the name of the file and it can be any file I select for copying)

Does anyone have any idea what the hell this message means?

I can't figure it out. I looked the word 'semaphore' up in the dictionary and the definition is:

.....a device or system for signaling, using lights, flags, etc.......

The file I am trying to copy is just a regular file, no special attributes set.
